The Greyhound Cafe begun 15 years ago, opened the first cafe at Emporium Shopping Complex in Bangkok, and continuously developed until today.

And about the particular dish they remember during their travel is ? "It called Alfreddo's that made fresh fettuccine carbonara, served at our table made by hand. Oh my goodness! it's so good! Every time we go to Rome we always go to this place. Sometimes we go separately, but we must always go there.

The First Car Buyer Scheme

In Thailand, The Cabinet has approved the Finance Ministry's proposed first-car buyer schemeThe scheme started on September 16,2011 and comes to an end on December 31,2012 to help boost auto sales by as many as 500,000 vehicles in 2012. And it approved a central fund of 100 million baht from the 2012 national budget to carry out the program and another fund of 30 billion baht from the 2013 national budget for tax refunds.

The scheme would give tax rebates of up to Bt100,000 to first-time auto buyers. But the car buyers can receive for tax refunds must be at least 21 years old. They must hold on their cars for at least five years. Their vehicles must not be worth more than one million baht, with engine capacity no more than 1,500 cc (including eco-cars) and pickups (including double-cab pickups). The refund will starting from 1 October 2013.


The First Car Buyer scheme is the hot topic. Some people agree with the scheme but some people don't agree. Some people think the scheme is good because it can make their dream come true, they can get the car with save  money (100,000 bath) but some people don't like this scheme because the scheme has increase the number of new car that cause traffic jam and the scheme had increased the pollutant such as carbon monoxide, nitrogen oxide, nitrogen dioxide and tiny particles in the air.

I will show you the government's opinion, the people's opinions and the expert's  opinion about this project and the project's effect.

Department director-general Somchai Poolsawat said in an interview with Krungthep Turakij TV yesterday that the number of vehicle purchases qualifying for the rebate was 1.19 million units as of December 27.


When the government launched this policy, it targeted only 500,000 units.Car buyers applying for the rebate have until 4.30pm on Monday to do so.Internet applications will be cut off at midnight on that day.
Since the launch of the first-car programme in 2011, the Excise Department has paid about 30,000 rebates worth Bt2.3 billion, Somchai said.

Easing the blow 
"We pay the rebate after buyers have had the car for one year.""This means those who bought the car this year will get their tax refund next year or in 2014," he said.

"He thought this scheme would not affect the government's budget because the department had collected excise tax from the carmakers at point of sale. But he didn't think about how the traffic after this programme end."

Deputy Finance Minister Viroon Tejapaibul transferred Bt3.56 million to 47 car buyers who have met the eligibility requirement of owning their car for one year.
The project started on September 16 last year and comes to an end on December 31 this year.
The Comptroller-Generals' Department transfers funds to Krung Thai Bank, which deposits the money into the accounts of the recipients every 5th and 20th of the month.
The government has set aside Bt7 billion to cover tax rebates for the new fiscal year beginning yesterday. If the budget is not enough, the government will tap the central fund to top it up.

"Don't worry about it. We have a strong fiscal position as we have treasury reserves worth more than Bt500 billion," Viroon said in response to concerns over the loss of such a large amount of tax revenue.
The incentive programme will meet the target of 500,000 units and tax rebates of about Bt30 billion, he added.

I don't have any statistics to back me up. But I'm sure many of these first-car buyers are parents who are only concerned about their daughters' safety. Also, working women who no longer want to feel their safety is at risk every time they take a taxi or motorcycle taxi at night because their homes are far from the city centre, and deep in sois that often snake through abandoned fields.

As long as inequality both gender and class remains intact, obtaining a false sense of security be it through a car, a high fence or a CCTV camera is better than nothing. It's costly for us individuals. It's a waste of taxpayers' money for the country. But it's the price we have to pay when we refuse to fix our rape culture and make society a safer place for women

"The volume of cars in the capital has increased the existence of pollutants such as carbon monoxide, nitrogen oxide, nitrogen dioxide and tiny particles in the air," BMA Deputy Governor Dr Malinee Sukvejvorakij said. To control pollution, Malinee said the BMA was considering collecting extra fees from car owners, especially those who take their vehicles downtown. In addition, she said, the BMA was planning to increase the number of green spots in the capital. 

She added that the BMA would also team up with Transport Minister Chatchart Sithipan to resolve the traffic problem. "We will hold a meeting inviting relevant agencies to discuss this issue and find measures to alleviate the problem," she said. Malinee said that since the first-car scheme was a policy introduced by the government to boost the automobile industry, the government should look for ways to ease the impact this policy is having on people's health. 
"We suffered bad pollution from black fumes released by cars 10 years ago and hope this problem does not return, as the number of cars on the roads has risen rapidly over the past two years," she said.

The first-car scheme has given a big boost to the automobile industry, which suffered severely from last year's flood, with some assembly plants damaged, parts supply lines disrupted and output cut.

Pol Maj-General Piya Tawichai, commissioner of Traffic Police, said the congestion in the capital has been caused by several factors including the number of people travelling during rush hour, which now lasts for four hours from 6am-10am and again from 3pm-7pm.
"Everybody is heading downtown to work and to take their kids to school. This has caused terrible traffic in the main areas in the capital," he said.

There are also many construction projects that are now taking up lanes such as the Skytrain tracks and stations. "We set up special traffic channels to drain traffic from streets," he said.

Prapon Sahapattana of Nida said the respondents focused mainly on the short-term causes of traffic congestion because the first-car scheme is a new policy.
Many failed to consider the long-term main causes, which is the inadequacy of public transport, he added.
Ass Prof Prapon suggested that the government invest more in public transport system construction, including electric train networks. Hundreds of billions of baht worth of rail lines are in fact planned but some are years behind schedule.
It was too late to scrap the first-car scheme now, he said, public bus, boat and train services must be improved to encourage people to use these alternative public transport systems.
